Where eIDAS 2.0 puts remote signing on the map.

When the EU trusted-list format migrated to TLv6 (29 Apr 2026), a new qualified service type appeared: management of a remote qualified signature/seal creation device. This observatory tracks its first wave across the national trusted lists — 114 granted services in 10 countries, all granted 2026-05-18 to 2026-06-03 — as public-data measurement, the supply side of the EUDI Wallet's free citizen signatures.

A synchronised, uneven rollout

Regulation-driven onset

The whole cohort is granted in a ~2.5-week window (2026-05-18–2026-06-03), right after the TLv6 go-live — adoption tracks the regulatory clock, not organic growth.

Italy leads

Italy holds 78 of 114 services across 16 QTSPs — the EU's largest remote-signature market moved first and at scale, ahead of a long tail of early-adopter states.

Big markets absent

Germany, France and Spain were retrieved successfully but carry zero such services at snapshot time; 20 of the 30 retrieved lists have none. The map is lumpy, not uniform.

It does not validate any trusted list, make a supervisory or compliance finding, determine legal status, verify any signature, or assert certification.
